The Luxembourg financial markets regulator was the first in the EU to take a cryptocurrency-friendly attitude and has recently licensed, again as a first in the EU, a “Blockchain-based financial service provider” with more applications in the pipeline. These licenses carry passport rights throughout the EU-member states. Luxembourg is the second largest investment fund centre in the world after the United States, the premier captive reinsurance market in the European Union and the premier private banking centre in the Eurozone.
